Software company or mobile app agency?

In search results, queries for software companies in Istanbul and for mobile app development in Istanbul largely return the same lists, yet they describe two different supplier types. In enterprise procurement, failing to make this distinction ends with months spent collecting proposals from the wrong company.

A general software house works across a wide range, from web and desktop applications to the integration and data layer. Its strength comes from being able to build the entire system surrounding the mobile app from a single source. Its weakness is that the mobile side is often treated as a subsection of the general software team, so its depth can stay limited in areas such as store optimisation, device matrix testing and mobile performance.

A mobile-focused product agency specialises only in iOS and Android. Six factors explain the difference between proposals.

  1. The number and maturity of integrations is the item that affects cost the most. The effort gap between an ERP with a documented interface and a legacy system with no documentation can grow several times over.

  2. The number of user roles is reflected directly in the effort, because every new role requires a separate permission matrix, a separate screen flow and a separate test scenario.

  3. The platform strategy determines both the initial investment and the maintenance cost. The choice between a single codebase and two separate native apps comes into play at this point.

  4. The offline requirement is the most underestimated item in a project. In field applications, offline data synchronisation brings a serious engineering load.

  5. The compliance and audit load needs to be planned as a separate work package. Penetration testing, security questionnaires, the KVKK data inventory and internal audit reporting all sit inside that package.

  6. The maintenance and service level scope deserves to be budgeted as a meaningful percentage of the initial investment. If it is not in the contract, the cost does not disappear, it only becomes invisible.

When comparing proposals, instead of looking at a single total figure, you need to ask for a line-by-line breakdown in person days. A proposal that does not include a breakdown is not a comparable proposal.

Compliance and security requirements

An enterprise mobile app has to comply with the rules of two separate authorities at the same time. The first of those is store policies and the second is local legislation.

On the store side, Apple's App Review Guidelines and Google Play's Developer Program Policy contain binding rules. Data collection disclosure, the account deletion flow and sign-in methods are among the most frequently encountered of those rules. The point where enterprise projects most often get stuck is an internal-use app being submitted to the public store. Apple offers separate enterprise distribution programmes for that scenario, and the agency needs to know the distinction from the start.

On the legislative side, every app that processes personal data requires a privacy notice, a data processing inventory and defined retention periods under KVKK. Six factors explain the difference between proposals.

  1. The number and maturity of integrations is the item that affects cost the most. The effort gap between an ERP with a documented interface and a legacy system with no documentation can grow several times over.

  2. The number of user roles is reflected directly in the effort, because every new role requires a separate permission matrix, a separate screen flow and a separate test scenario.

  3. The platform strategy determines both the initial investment and the maintenance cost. The choice between a single codebase and two separate native apps comes into play at this point.

  4. The offline requirement is the most underestimated item in a project. In field applications, offline data synchronisation brings a serious engineering load.

  5. The compliance and audit load needs to be planned as a separate work package. Penetration testing, security questionnaires, the KVKK data inventory and internal audit reporting all sit inside that package.

  6. The maintenance and service level scope deserves to be budgeted as a meaningful percentage of the initial investment. If it is not in the contract, the cost does not disappear, it only becomes invisible.

When comparing proposals, instead of looking at a single total figure, you need to ask for a line-by-line breakdown in person days. A proposal that does not include a breakdown is not a comparable proposal.

Compliance and security requirements

An enterprise mobile app has to comply with the rules of two separate authorities at the same time. The first of those is store policies and the second is local legislation.

On the store side, Apple's App Review Guidelines and Google Play's Developer Program Policy contain binding rules. Data collection disclosure, the account deletion flow and sign-in methods are among the most frequently encountered of those rules. The point where enterprise projects most often get stuck is an internal-use app being submitted to the public store. Apple offers separate enterprise distribution programmes for that scenario, and the agency needs to know the distinction from the start.

On the legislative side, every app that processes personal data requires a privacy notice, a data processing inventory and defined retention periods under KVKK. Having the data processor responsibilities written explicitly into the agency's contract prevents the process from coming back from the legal team later.

Asking the agency about these two topics during the proposal stage provides a sufficient test. A team that cannot give clear answers on store policy and KVKK will keep you waiting at the audit stage of an enterprise project.

A 12-point checklist for choosing a company

Asking every candidate company the same twelve questions while collecting proposals, and putting the answers side by side, is what makes comparison possible. You can copy the list and add it to your proposal document.

  1. How many projects have you completed in our sector in the last twenty-four months that you can name?

  2. Which enterprise system similar to ours have you integrated with?

  3. Will you add the names and seniority of the team assigned to the project to the contract?

  4. If there is a change in the team, how does the handover process work?

  5. Whose account holds the code repository, and at which stage does the intellectual property transfer to us?

  6. Can you break the proposal down line by line in person days?

  7. What is the post-delivery service level scope, the response time and the annual maintenance fee?

  8. Who carries out penetration testing and security auditing, and do you share the report with us?

  9. Do you accept the data processor responsibilities under KVKK in the contract?

  10. If the app is rejected by a store, whose account is the correction effort charged to?

  11. Are offline operation and data synchronisation included in the scope, or priced as an additional item?

  12. What does the technical documentation and handover package include at the end of the project?

You should treat items three, five, seven and nine on this list as non-negotiable. If no clear written answer arrives, that points to a risk signal rather than a pricing question.
